[IMP] l10n_us_hr_payroll: add some states (VT, IL, VA, DC, AZ, ID, OR…
…, NC)
With this, we add support for 8 more states in the US payroll: Vermont, Illinois, Virginia, Washington D.C., Arizona, Idaho, Oregon and North Carolina.
