[IMP] Fleet: Update new vehicles
Updating to new standards, also pulling contract-related configuration settings info out of the main "Fleet.rst" doc. The manufacturers was removed from the config doc on #13207, so nothing will be left of the main 'fleet.rst' doc (will be blank/removed).
