[REF] pdf quote builder: split into mutliple pages
Restructured the PDF Quote Builder page into multiple pages.
Now it's:
- Landing page: PDF Quote Builder
- Add dynamic text to PDFs
- Add PDFs to quotes
- Add PDFs to a product
This 18.0 PR should be FWP to master.
