[ADD] SMS Marketing: Add configuration page
Goal
This PR creates a dedicated configuration page to help first-time users set up the built-in SMS service with IAP. Information on this exists only vaguely in the SMS Pricing and FAQ page without any structure or overview information.

Additional Notes
This PR only aims to create a configuration page. Other existing pages are referenced or linked. Future PRs may be opened to further improve the overall structure (e.g., creating a configuration TOC, merging FAQ info into this new doc, etc.) if needed.
