[ADD] Accounting/l10n_cl: adding factoring module documentation
Since version 18 the chilean localization supports the l10n_cl_edi_factoring module.
In Chile factoring is a very common financial strategy to delegate the ownership of invoices.
This PR adds the oficial documentation for the module.
