[IMP] PLM: Bring engineering change orders current
Bringing this topic up-to-date with functionality in 19.3:
- Updated anchor link paths to use current format
- Added information around creating ECOs from Shop Floor
- Separated ECO creation section into two subsections
- Moved and updated "Compare changes" documentation to be later, as this was improved in 19.3
- Removed "Quality" section, as it's out of scope for this app/topic
