[IMP] Sales: Automatic Invoicing content update
This PR updates the Invoicing Policies page with new content that explains how the Automatic Invoicing feature will work from 19.4 onwards. It also fixes some ref links that would otherwise be broken once the 19.4 documentation comes out.
This saas-19.4 PR can be FWP up to master.
