[IMP] Inventory: Adding CMR to dispatch management system
What this PR does and why it's needed
Adds documentation for printing CMR (Convention on the Contract for the International Carriage of Goods by Road) consignment notes from the dispatch management workflow, and updates related UI labels that changed in v19.4. This update reflects a product improvement in v19.4 (see task-6334940).

- Updated guilabels for inventory settings
- Added a new Prepare consignment note (CMR) section explaining the CMR convention and the four-part waybill structure Odoo generates, as well as how to print CMRs.
