[IMP] Inventory: Remove reordering rule procurement groups 19.0
Description
This PR removes the reference to procurement groups in the 'Reordering rules' page. The feature was deprecated in 19.0.
Note to reviewer that this PR addresses the feature removal only. Any additional outdated documentation on this page will be addressed in a separate PR.
