[IMP] dashboard: improve chart icon hover and tooltip behavior

Description:

Current behavior before PR:
- Chart icons had no visual feedback on hover.
- Tooltips were basic and less informative.

Desired behavior after PR is merged:
- Added icon color change on hover and active states.
- Improved tooltips to enhance clarity and usability.
