[IMP] evaluation: selectively invalidate chart runtimes

Previously, any UPDATE_CELL or EVALUATE_CELLS
command would invalidate all chart runtimes,
causing every chart to be fully re-computed even
when the edited cell had no relation to any chart.

Chart runtimes are now only invalidated when the
re-evaluated cells actually overlap with the
chart's data ranges (datasets and label range).
