[IMP] l10n_ee: add missing default tax accounts
This commit adds 1 new accounts 201205 and modifies existing 201200 account to be used as the tax receivable and tax payable accounts in Estonia localization.
Current behavior before PR:
The same account is set for the closing VAT Payable and Receivable.
Desired behavior after PR is merged:
New accounts modified and added to the VAT payable and receivable accounts.
