[IMP] documents_account/saas~19.2: cleanup server actions
Migrate accounting related server actions (Vendor Bills,
Customer Invoices, etc.) to the new format while preserving
user customizations.
The migration script validates existing actions against
standard configuration since odoo 19.0.
- If an action matches the standard definition, it is
updated to the new format and old child actions are cleaned up.
- If an action is customized (e.g. different folder, extra steps),
the update is skipped to prevent data loss.
- The obsolete 'Vendor Receipt' action is deleted if unmodified.
Includes a migration report summarizing which actions were updated
or deleted.
