[FW][IMP] live chat: add note for 16.3 command changes
This PR targets the Live Chat "Commands and Canned Responses" doc.
In 16.3, the commands for creating a Helpdesk ticket from a live chat conversation and searching through existing Helpdesk tickets changed. I added notation blocks with the updated commands and identified them as only applying to 16.3 databases.
